Special Education - Registration

Registration

Before any special education procedural safeguards are initiated and programs and/or services provided, a resident student must register in his/her district. The failure to register or unwillingness to register places the local district in a situation where they can take no action to ascertain the presence of a suspected handicapping condition or to provide services.

District staff will emphasize positive interactions and will intervene in the least intrusive manner consistent with the student's behavior. More intrusive interventions will occur when the student's behavior represents a significant danger to the health, safety and well-being of him/herself or others. Staff will use no interventions that are prohibited by law, such as corporal punishment, physical manipulation or procedure that causes pain and/or damage when used as an aversive procedure. Suspensions or expulsions of students with disabilities are to be effected in a manner consistent with IDEA (Individuals with Disabilities Education Act).

When a referral on a parochial school student is received, the student should be enrolled in the public school of the parents residence. The student's parent should complete any normal district procedures for enrollment. It should be stressed that the student does not need to begin attending the public school, only complete enrollment procedures to assure proper area of attendance, etc.

Once the student is dually enrolled in this manner, case study evaluation procedures proceed as they would for any other student. If a student is found eligible and needs special education services, those services may be provided in the setting which is most reasonable (either the public or private school).
